Ajay Kumar Appointed as New UPSC Chairperson, Former Defence Secretary Takes Charge

Former Defence Secretary Ajay Kumar has been appointed as the new Chairman of the Union Public Service Commission (UPSC), as per an official notification issued by the Government of India. The appointment, endorsed by President Droupadi Murmu, marks a significant administrative transition within the UPSC, the apex recruitment body for civil services in the country.

Dr. Ajay Kumar, a retired Indian Administrative Service (IAS) officer from the Kerala cadre, 1985 batch, assumes the position previously held by Preeti Sudan. Sudan, a former Union Health Secretary and an IAS officer from the 1983 batch, completed her tenure as the UPSC Chairperson on April 29, 2025. She had been appointed to the position on August 1, 2025.

The Union Personnel Ministry issued the order announcing Dr. Kumar’s appointment, stating, “The President is pleased to appoint Dr. Ajay Kumar as Chairman, Union Public Service Commission (UPSC) under Article 316(1) of the Constitution of India.” The order further outlined the commencement of his tenure, specifying that Dr. Kumar’s term would begin upon his assumption of office and will be regulated as per the provisions of Article 316(2) of the Constitution and the UPSC (Members) Regulations, 1969, as amended from time to time.

Background and Career Overview of Dr. Ajay Kumar: Dr. Ajay Kumar’s extensive bureaucratic career is marked by notable contributions to various governmental sectors, especially in defence and technology. Before his retirement, he served as the Defence Secretary of India, where he was pivotal in advancing India’s defence procurement policies and fostering technological advancements in the defence sector. His tenure in the Defence Ministry was characterized by strategic policy reforms aimed at enhancing the operational capabilities of the armed forces and promoting indigenization in defence manufacturing.

Dr. Kumar holds a distinguished academic record with qualifications in both engineering and public administration, equipping him with a diverse skill set that has contributed significantly to his administrative roles. With his appointment as UPSC Chairman, he is expected to bring his strategic acumen and focus on technology-driven governance to the Commission.

Transition of Leadership: Dr. Kumar’s appointment follows the tenure of Preeti Sudan, who had taken over as UPSC Chairperson on August 1, 2025. During her term, Sudan played a crucial role in implementing several reforms aimed at streamlining the recruitment processes for civil services and increasing transparency in the examination procedures. Sudan, known for her emphasis on public health policy, was instrumental in integrating health administration insights into the civil services examination framework.

Additionally, over a week ago, Sujata Chaturvedi, former Secretary of the Department of Sports under the Ministry of Youth Affairs and Sports, assumed her new role as a member of the UPSC. Chaturvedi, also an IAS officer, took the oath of office administered by Lt Gen Raj Shukla (Retd.), the senior-most member of the Commission. Her induction into the Commission signifies a broader focus on incorporating diverse administrative expertise within UPSC’s leadership.

The Constitutional Framework of the UPSC: As per Article 316 of the Constitution of India, the President of India is authorized to appoint the Chairman and members of the UPSC. The UPSC plays a crucial role in selecting candidates for various civil services through competitive examinations and interviews, maintaining the integrity and merit-based structure of the civil services recruitment process.

The appointment of Dr. Ajay Kumar is perceived as a strategic move to align the Commission’s operational frameworks with contemporary governance challenges, particularly in areas related to digital governance, technological integration, and public policy formulation. His extensive experience in defence and technology sectors is expected to bring a nuanced approach to the selection of candidates for defence and internal security roles in civil services.
