Prime Minister inaugurates development projects worth ₹5,900 crore in Siwan, Bihar, boosting regional infrastructure and growth.

Ahead of the upcoming elections in Bihar, Prime Minister Narendra Modi visited Siwan on Friday (June 20, 2025), where he criticized the Opposition—Congress and the Rashtriya Janata Dal—for dragging the state into decline.

He also highlighted the development work carried out by the NDA government over the past decade to move Bihar forward.

Prime Minister Modi inaugurated and laid the foundation stone for multiple development projects totaling ₹9,500 crore. He also flagged off the Vande Bharat Express from Patliputra station in Patna to Gorakhpur in eastern Uttar Pradesh.

“RJD and Congress have consistently worked against the interests of Bihar and have discouraged investment in the state. They have long shielded an environment of lawlessness, criminal dominance, and corruption,” Prime Minister Narendra Modi stated during a public address in Jasoli, Siwan district.

Prime Minister Narendra Modi has made his fourth visit to Bihar this year, ahead of the upcoming state assembly elections scheduled for October-November 2025.

“Over the past decade, more than four crore people in the country have received pucca (concrete) houses, and three crore more will be provided homes in the coming days,” Mr. Modi said. “Yet, Modi will not rest. I will continue working tirelessly for the welfare of the poor, Dalits, Mahadalits, Extremely Backward Classes, and Other Backward Classes.

Prime Minister Narendra Modi, addressing a cheering crowd, stated that while the government is providing free ration, electricity, and water to the people, parties symbolized by the hand and lantern — referring to the Congress and RJD — were involved in widespread corruption and are still seeking opportunities to exploit the system.

He further alleged that in Bihar, it was the poor, Dalits, Mahadalits, Extremely Backward Classes (EBC), and Other Backward Classes (OBC) who suffered the most under the welfare policies implemented by these parties.

World Leaders Praise India’s Rapid Progress: PM Modi

Speaking about his recent foreign visits, Prime Minister Narendra Modi said, “Global leaders are deeply impressed by India’s rapid development. India is on the verge of becoming the third most powerful nation in the world — and Bihar will play a key role in this transformation.

Prime Minister Narendra Modi highlighted the NDA government’s success in reducing poverty, stating, “In the past decade, 25 crore people in the country have overcome poverty, including 3.75 crore from Bihar alone.”

Criticizing the Opposition party RJD, he said, “They insult Baba Saheb Ambedkar, while I hold Baba Saheb close to my heart.” His remarks came in response to a recent controversy involving RJD chief Lalu Prasad, who was seen in a photograph with a portrait of Dr. Ambedkar placed at his feet.

During his visit to Siwan, Prime Minister Modi inaugurated several development projects worth ₹9.5 crore and flagged off the Vande Bharat Express from Patliputra station in Patna to Gorakhpur in eastern Uttar Pradesh.

The visit carried political significance, as Siwan is traditionally regarded as an RJD stronghold, with a large population of Muslims, Yadavs, and Dalits.

Siwan shares its district borders with Saran and Gopalganj, where BJP leaders and party workers have been actively mobilizing support in recent days, encouraging people to attend the Prime Minister’s rally.

During his address, Prime Minister Modi invoked the intellectual legacy of India’s first President, Dr. Rajendra Prasad, who hailed from Ziradei in Siwan.

Criticizing Prime Minister Narendra Modi’s visit to Bihar once again, senior Congress leader Jairam Ramesh stated in a social media post:

“The Prime Minister is visiting Bihar today. Based on the caste survey conducted by the previous INDIA bloc-led government in the state, the Bihar government had recommended 65% reservation for Scheduled Castes, Scheduled Tribes, Other Backward Classes (OBCs), and Extremely Backward Classes (EBCs). This proposal is currently being challenged in court. Meanwhile, the so-called ‘double engine’ government in Bihar has effectively abandoned the cause.”

Mr. Ramesh also noted that the Indian National Congress will raise three key issues related to social justice and empowerment duIncorporating the Bihar reservation law into the Ninth Schedule of the Constitution;

Amending the Constitution to remove the 50% cap on reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes (OBCs), and Extremely Backward Classes (EBCs);

Implementing Article 15(5), which allows reservations for SCs, STs, OBCs, and EBCs in private educational institutions—a provision upheld by the Supreme Court but left unimplemented for the past 11 years since its introduction by the Manmohan Singh-led government in 2006.

Prime Minister Modi visited Bihar on January 24, April 24, and again on May 29–30. During his visit, he held a roadshow in Patna on May 29 and addressed a public rally in Bikramganj, Rohtas district, on May 30. At the rally, he declared that he had returned to Bihar after “fulfilling the promise” he made following the terrorist attack in Pahalgam.

A day before Prime Minister Narendra Modi’s visit to the state, Opposition RJD leader and Leader of the Opposition in the State Assembly, Tejashwi Yadav, took a sharp jibe, saying, “The Prime Minister is once again coming to deceive Bihar. His visit will be focused solely on attacking Lalu Prasad and me, rather than addressing real issues.”

Mr. Yadav further accused PM Modi of sidestepping critical concerns such as unemployment and migration, claiming that the Prime Minister prefers targeting his political opponents over engaging with the state’s pressing problems.

Bihar Chief Minister Nitish Kumar and Deputy Chief Minister Samrat Choudhary also addressed the gathering in Siwan. The event saw the presence of all senior NDA leaders and local MLAs, who shared the stage with the Prime Minister.

Criticizing the Opposition RJD, Mr. Kumar remarked, “The Opposition engages in unnecessary and baseless publicity, which has little impact.” He went on to express his appreciation for the development initiatives and support extended by the Modi-led NDA government at the Centre, emphasizing their role in Bihar’s progress.
