Deven Bharti, a seasoned Indian Police Service (IPS) officer from the 1994 batch, has officially been appointed as the Commissioner of Mumbai Police. The Maharashtra government announced his appointment on April 30, 2025, following the retirement of Vivek Phansalkar. With nearly three decades of policing experience, Bharti’s elevation marks a significant development in the leadership of one of India’s most prominent police forces.

. He is known in policing circles for his sharp investigative acumen, calm demeanor under pressure, and deep knowledge of the city’s security landscape.
Throughout his distinguished career, Deven Bharti officer has held several critical positions in Mumbai and Maharashtra. Prior to this appointment, he served as the Special Commissioner officer of Mumbai Police, a post created for the first time in 2023, signifying his growing stature within the force. He has also served as Joint Commissioner of Police (Law and Order), Additional Commissioner of Police (Crime), and Deputy Commissioner of Police (Crime). His work leading the Maharashtra Anti-Terrorism Squad (ATS) and as Inspector General (Law and Order) at the state level further reflects the breadth of his experience.
Bharti rose to public prominence for his pivotal role in investigating the 26/11 Mumbai terror attacks. He was among the key officers who managed the complex coordination between multiple agencies during the aftermath of the attack. He also played an important role in the Sheena Bora murder case and led successful operations against terror outfits such as the Indian Mujahideen.
Interestingly, to facilitate Bharti’s appointment, the Maharashtra government downgraded the Mumbai Police Commissioner’s post from the rank of Director General (DG) to Additional Director General (ADG). This rare administrative move underscores the government’s confidence in Bharti’s leadership and vision.
Born in Darbhanga, Bihar, Bharti completed his early education in Jharkhand. He later obtained a master’s degree from the prestigious Delhi School of Economics. His academic background, coupled with extensive field experience, has made him a respected figure in Indian policing.
Colleagues describe him as a strategic thinker and a no-nonsense officer with a keen sense of justice. His ability to manage crises and drive reforms from within the system has earned him accolades from both the political leadership and fellow officers.
As Bharti assumes the role of Mumbai Police Commissioner, expectations are high. From tackling gang activity and cybercrime to improving citizen-police relations and maintaining communal harmony, he faces a complex and demanding agenda. Yet, with his proven record and deep familiarity with Mumbai’s unique challenges, Bharti is well positioned to steer the city’s police force through its next chapter.
