Mumbai Airport Customs officials have arrested a passenger arriving from Bangkok, who allegedly smuggled 14.738 kg of hydroponic marijuana—valued at approximately ₹14.73 crore—by disguising it as confidential diplomatic cargo purportedly linked to the Ministry of External Affairs (MEA).

Based on specific intelligence inputs, the Air Intelligence Unit of Mumbai Customs intercepted the individual on August 3, 2025 at Chhatrapati Shivaji Maharaj International Airport (CSMIA). During baggage inspection, customs officers discovered the contraband concealed inside envelopes marked with MEA insignia and sealed with counterfeit MEA tape.

Elaborate Ruse: Seals, Reports and Diplomatic Claims

The accused attempted to lend legitimacy to the consignment by including forged documents—copies of supposed United Nations Office on Drugs and Crime (UNODC) reports and “Top‑Secret Mission Reports”—within the same trolley bag, amplifying the deception.

Declaring the consignment under the guise of “Confidential Diplomatic Cargo” linked to national security, the accused aimed to bypass scrutiny by customs. Officials, however, arrested him under the Narcotic Drugs and Psychotropic Substances (NDPS) Act upon discovering the illicit contents.

Seized Contraband: High‑Grade Hydroponic Marijuana

Customs sources confirmed the seizure of 14.738 kg of suspected hydroponic weed—considered to be premium grade—with a black market valuation of nearly ₹14.73 crore. The haul marks one of the most audacious drug interdictions in recent times, exploiting diplomatic mimicry to conceal high-value contraband.

The accused has been booked under multiple provisions of the NDPS Act, with inquiries now under way to trace the origin of the drugs and expose any wider trafficking network.

Ongoing Investigation: Source of Forged Materials Under Probe

Officials are investigating the supplier of the MEA-branded envelopes and tape, to determine whether these are readily available or specially procured for this operation. The probe also extends to uncovering how and from whom the accused obtained the hydroponic weed in Bangkok, and identifying any local recepient in Mumbai involved in the network.

Customs are exploring if the accused had previously executed similar smuggling attempts using diplomatic-style packaging.

Context: Rising Trend of Bangkok‑Mumbai Drug Routes

This incident follows a series of drug seizures along the Bangkok–Mumbai route:

  • In late July 2025, Mumbai Customs seized over 8 kg of hydroponic weed valued around ₹8 crore from passengers arriving from Bangkok.
  • In early July 2025, authorities intercepted 33 kg of hydroponic marijuana (approx. ₹33 crore) from seven individuals, also arriving from Bangkok.
  • Earlier in June, separate arrests included a passenger carrying marijuana worth ₹2.8 crore, again from Bangkok.

Customs agencies have launched intensified surveillance and profiling operations specifically targeting flights from Bangkok, which appear to be a recurring source for hydroponic cannabis smuggling into India.

Legal Steps and Next Phases

The accused is currently in custody and will be presented in court. Authorities are expected to lodge charges under the NDPS Act, 1985, which carries stringent penalties for drug trafficking and misuse of diplomatic cover. Investigations are underway to determine accomplices both in Bangkok and Mumbai, as well as possible roles of illegal suppliers of counterfeit diplomatic packaging.
