No FIR Filed in RCB Victory Parade Tragedy; Police Register 11 Unnatural Death Reports
In a development sparking public concern, Bengaluru City Police have not filed any First Information Report (FIR) following the tragic stampede at M. Chinnaswamy Stadium on June 4. The incident, which occurred during the Royal Challengers Bengaluru (RCB) victory parade, claimed 11 lives and injured 47 others. Instead of lodging an FIR, authorities have registered 11 Unnatural Death Reports (UDRs), raising questions about accountability and investigation procedures.

Despite the tragic deaths during the RCB victory parade in Bengaluru, no FIR has been registered. In cases where an FIR is filed, authorities must notify the jurisdictional court within 24 hours and keep it updated on all developments during the investigation.

However, since this incident is being treated as an Unnatural Death Report (UDR), no criminal investigation is initiated. Instead, the probe is overseen by the jurisdictional tehsildar, not the police.
The father of 15-year-old Divyanshi, who tragically lost her life in the stampede, said, “First aid was not administered properly. After she fell when people pushed, we had to take her in an auto ourselves. There was no adequate police support at the scene. We waited for four hours just to file the FIR. It’s the government’s responsibility to ensure safety—while they arrange everything for political parties, they seem to neglect such sports events.”
Divyanshi’s mortal remains are being transported from Yelahanka, Bengaluru, to Andhra Pradesh for her final rites and cremation.
The Karnataka government is set to develop a new Standard Operating Procedure (SOP) for large-scale events, meetings, and celebrations. This initiative aims to ensure safety and prevent any untoward incidents, announced State Home Minister G. Parameshwara on Thursday, June 5, 2025.
According to the superintendent of Bowring Hospital, most patients were restless, irritable, and extremely anxious. “Yesterday, following the stampede incident, we admitted around 18 patients and received six bodies. All six were brought in already deceased,” the superintendent reported.

Karnataka Home Minister Dr. G Parameshwara conducted an inspection of the stampede site at M. Chinnaswamy Stadium. He is scheduled to meet with Bengaluru Police Commissioner, senior police officials, Deputy Commissioners of Police (DCPs), and representatives from the Karnataka State Cricket Association (KSCA) on Thursday to discuss the incident.
Addressing the media, Dr. Parameshwara clarified that the state government did not request the Royal Challengers Bangalore (RCB) or the Karnataka Cricket Association (KCA) to organize the victory celebrations at the stadium. He explained, “RCB and KCA arranged the event themselves and brought the team to Bengaluru. While the government supported facilitating the celebrations since it involved the Bengaluru team, we did not initiate the organization.
Karnataka Minister Priyank Kharge acknowledged on Thursday that the tragic stampede near M. Chinnaswamy Stadium, which resulted in the deaths of 11 people, could have been avoided with improved planning and coordination.
Addressing the media, Mr. Kharge stated, “A mistake was made, and this incident could have been prevented through better planning and coordination. The stadium has a capacity of 35,000, yet an overwhelming crowd of 200,000 to 300,000 people spilled onto the streets. Despite our best efforts, managing such a massive crowd proved to be beyond our control.
Sachin Tendulkar expressed his heartfelt condolences following the tragic stampede outside Bengaluru’s Chinnaswamy Stadium during the IPL victory celebrations of RCB. He mourned the loss of 11 lives and described the incident as “beyond tragic.”
On June 4, the Bengaluru Metro experienced a record-breaking day, with 9.66 lakh commuters boarding Namma Metro, marking the highest single-day ridership ever recorded by the Bengaluru Metro Rail Corporation Limited (BMRCL).
