Pakistan, the Government of India has announced the implementation of nationwide civil defence mock drills scheduled for May 7.

New Delhi: In the wake of the recent deadly terror attack in Pahalgam and increasing tensions with Pakistan, the Government of India is set to conduct large-scale civil defence mock drills across the nation this Wednesday.

The exercise aims to strengthen preparedness and response mechanisms in the event of emergencies or conflict scenarios. Authorities have urged citizens to cooperate fully with local agencies as the drills are carried out across various states and regions.

These exercises, unprecedented in scale since the 1971 India-Pakistan war, will be held in 244 districts nationwide. The drills aim to enhance preparedness for potential conflict scenarios and will include simulations of air raids, blackouts, and emergency evacuations.

Officials emphasize that the drills are preventive in nature and designed to educate and prepare civilians for emergency response in the event of war-like situations. Civil defence teams, local authorities, and emergency services are expected to participate in the coordinated exercises.

Nationwide Mock Drills Ordered Following Pahalgam Terror Attack to Strengthen Civil Defence

In a decisive move to bolster national preparedness, the Ministry of Home Affairs has directed all states and union territories to conduct comprehensive mock drills across the country. This directive comes in response to the tragic terror attack in Jammu & Kashmir’s Pahalgam on April 22, which claimed the lives of 28 individuals, most of them tourists. The Indian government has attributed the attack to Pakistan-backed terrorists, escalating tensions between the two neighbouring nuclear-armed nations.

To ensure seamless coordination and readiness, Union Home Secretary Govind Mohan is scheduled to review the implementation strategy with chief secretaries and civil defence authorities from all states via videoconference on Tuesday. The nationwide drills are set to commence the following day.

“In the current geopolitical scenario, new and complex threats and challenges have emerged. It is, therefore, imperative to maintain optimum civil defence preparedness across all states and union territories at all times,” the Ministry stated in an official release.

Officials have clarified that these drills are not indicative of any imminent conflict but are precautionary measures in light of the prevailing security landscape. Prime Minister Narendra Modi has strongly condemned the Pahalgam attack, vowing that those responsible will be brought to justice. “We will chase them to the ends of the earth,” he declared.

These drills are part of a broader civil defence strategy aimed at enhancing coordination, rapid response capabilities, and public safety amid evolving threats.

Comprehensive Civil Defence Mock Drills Scheduled for Wednesday

In a proactive move to bolster emergency preparedness, authorities have announced a wide-ranging series of civil defence mock drills to be conducted this Wednesday. These drills aim to prepare both government agencies and the general public for potential emergencies and wartime scenarios through hands-on training and simulation exercises.

Air-Raid Warning System Tests
Authorities will activate air raid sirens across major urban areas to familiarize citizens with alert sounds. These sirens are designed to simulate incoming attack warnings, helping residents understand how to respond quickly and appropriately in real-life situations.

Blackout Exercises
Designated areas will undergo temporary crash blackouts, with power and lighting deliberately cut off to simulate conditions during an aerial threat. These exercises will help civilians adapt to power-outage protocols and assess readiness for nighttime threats.

Evacuation Drills
Mock evacuations will be conducted in identified vulnerable zones. These drills aim to identify logistical bottlenecks, test transportation networks, and improve the efficiency of evacuation strategies.

Infrastructure and Shelter Preparation
Civil defence teams will engage in cleaning and refurbishing bunkers and trenches to ensure they remain functional. Simulations will also include camouflaging of critical infrastructure such as power stations and essential service hubs.

Communication Systems Testing
The drills will assess emergency communication channels with the Indian Air Force via hotline and radio systems. Control rooms and auxiliary “shadow” control rooms will be evaluated for responsiveness and efficiency.

Civic Training and Awareness Programs
Civilians will receive crucial training on first aid, basic firefighting, use of shelters, emergency communication protocols, and personal safety measures during hostile events. These sessions are designed to empower citizens with the knowledge needed to protect themselves and assist others during crises.

Nationwide Mock Drills Scheduled Tomorrow: Broad Participation and Strategic Focus

Tomorrow, India will witness a large-scale nationwide mock drill exercise designed to enhance national emergency preparedness. A wide array of stakeholders from government bodies and civil society will take part in the drills, ensuring comprehensive coordination and simulation of real-world scenarios.

Participants

The mock drills will see the involvement of:

  • Civil Defence Wardens and Home Guards, who will take the lead in executing several emergency exercises.
  • National Cadet Corps (NCC) and National Service Scheme (NSS) cadets, playing key roles in coordinated response efforts.
  • Nehru Yuva Kendra Sangathan (NYKS) volunteers contributing to community engagement and mobilisation.
  • School and College Students, who will participate in awareness and training sessions.
  • Police and Paramilitary Forces, involved in war-like scenario simulations in select zones.
  • Fire Services and Medical Teams, actively participating in emergency-response demonstrations.
  • Various Government Agencies, ensuring inter-agency coordination and smooth execution of drill operations.

The initiative will reach grassroots levels, extending all the way to villages to ensure thorough coverage and heightened public awareness across every community.
