Chennai, April 8, 2025 — Tamil Nadu Chief Minister M.K. Stalin welcomed the Supreme Court’s strong observations against state governors who delay bills passed by democratically elected governments, calling it a “historic verdict” that reinforces constitutional values and safeguards federalism.
The apex court, in a significant ruling, criticized the conduct of certain governors who allegedly withhold or delay assent to bills, undermining the functioning of elected governments. The judgment came in response to a petition filed by the Tamil Nadu government over the prolonged delay by Governor R.N. Ravi in giving assent to several crucial bills passed by the State Assembly.
Reacting to the verdict, Stalin said, “This is a historic moment for democracy and federalism. The Supreme Court has rightly pulled up the Governor for obstructing the legislative process and violating the spirit of the Constitution. It is a resounding message that no constitutional authority is above accountability.”
Stalin added that the judgment is not just a victory for Tamil Nadu but for all states facing similar issues. “Governors are expected to act on the aid and advice of the Council of Ministers. Any deviation from that is a betrayal of the Constitution,” he said.
Over the past year, tensions have escalated between the DMK-led Tamil Nadu government and Governor Ravi over multiple bills related to higher education, social justice, and administrative reforms. The Chief Minister had repeatedly accused the Governor of “sitting on” important legislation, thereby stalling key reforms.
Legal experts have also praised the ruling, noting that it provides much-needed clarity on the limits of gubernatorial discretion. “The Supreme Court has reaffirmed the constitutional scheme. Governors cannot become parallel power centers,” said constitutional scholar Prof. R. Venkatesan.
Political observers believe this judgment could have nationwide implications, especially in states where opposition-ruled governments are at loggerheads with centrally-appointed governors.
With the ruling, pressure is likely to mount on Governor Ravi to promptly act on the pending bills. Meanwhile, MK Stalin and his allies see this as a validation of their stand and a win for democratic principles.
